    That whole string/thread is an attempt at Trump rehabilitation. An "overflow facility" could be something like a holding facility for the Office of Refugee Resettlement. If we're getting rid of the MPP program there will need to be something in place for processing. There's not enough information yet, but obviously I'm not against holding Biden's feet to the fire.
