If anything, they have reduced the federal deficit with the hundreds of millions in fines they have paid in the past few years.

if you are referring to 2009, all the banks that’s accepted “bail out” money paid it back with interest. And Wells Fargo didn’t want to take the money, but they were forced to take it for the public perception.
