He's done a pretty good job but he appears to be struggling with the reopening decisions and that's what will make or break his performance. He needs to allow local control of things like beaches. Rather than shut down county controlled beaches he should open the state beaches so people can spread out more. Encourage San Diego and LA to do the same so people from those counties aren't crowding OC beaches. Ask people to voluntarily limit their beach visits to two hours and to go in off-peak hours if they can. I like your idea of letting the counties decide how to open things up; let local governments put rules and restrictions in place, such as you have suggested. It is time to let local governments govern on this issue.

He saw a couple pictures of a group of people at Newport and assumed the same thing was happening everywhere. I went to two beaches in Ventura and everyone was social distancing so it was not happening everywhere, but since he made a point to say in his news conference that “this was the opposite of what we want to see” he closed them all. Same thing with schools. He announced that he told his daughter that school would be done for the year and then he closed all the schools. He is annoying and is virtue signaling. People have been social distancing in public, which is sufficient. There is plenty of room to spread out at the beach this time of year.

You're being irrational. The "crowding" everyone is complaining about mainly on Newport Beach happened less than a week ago. That is far shorter than the incubation period for any people that were infected those days at the beach. Fair. But you're also not under a mandatory shelter in place order with the government closing all public outdoor spaces and now threatening legal action against those that disobey. I talk to people in NYC all the time for work. Obviously anecdotal but they are at the breaking point. They will endure longer if needed because of the severity of the outbreak in NYC. But places that are not severe need to start being reasonable. Cases will go up when you ease lockdowns. It is inevitable. We just want to control the spike as much as possible.
