            The iceland test results seem to indicate this is true but, like you said, not near enough testing yet.

                    Cruise lines, early source of coronavirus infections, out of bailout package

                    Like hotels and airlines, cruise companies have seen their business decimated by the coronavirus pandemic and economic shutdowns.

                    But unlike those industries, major cruise operators don’t locate their headquarters in the United States, so they will not have access to $500 billion in aid for large employers in the massive stimulus bill, the industry’s trade group said on Thursday.

                    Language in the 883-page bill passed by the Senate says that to be eligible for aid from the $500 billion fund companies must be certified as “created or organized in the United States or under the laws of the United States" as well as having “significant operations in” and a majority of employees based in the United States.

                    Major cruise companies have located their primary headquarters overseas, which for years has allowed them to pay almost no federal taxes and avoid some U.S. regulations. To staff their ships, the companies rely heavily on foreign workers from the Philippines, Indonesia and India.

                          You guys may have seen this. Regarding London:

                          The virus death toll could end up being “substantially lower” than 20,000, with most of the fatalities in people who would have died later this year anyway, a government adviser has said.

                          Neil Ferguson, the Imperial College London scientist whose research precipitated tougher government measures last week, told MPs: “It [the deaths of those who would have died anyway] might be as much as half or two thirds of the deaths we see, because these are people at the end of their lives or who have underlying conditions.”


                          Ferguson is the guy who caused UK lock down.

                              I can see the airlines, but I'm not sure why hotels should be bailed out at all let alone cruise lines.
                              Part of it is based on academic grounds. Among major conferences, the Pac-10 is the best academically, largely because of Stanford, Cal and UCLA. “Colorado is on a par with Oregon,” he said. “Utah isn’t even in the picture.”

                                Looks like a battle is brewing between the SLC mayor and the SL County Mayor and the state over a lockdown. Not sue it makes sense for the whole state, but does the Mayor or County Mayor alone have the ability alone to shut it down completely?
