For those people who want to know how the BCS works, here's a brief synopsis of the formula.
There are three elements to formula: Harris Poll, USA Today Coaches Poll, and Computer Polls. Each of these is equally weighted - so the human element is 2/3rds of the ranking and the computer element is 1/3.
1. Harris Poll.
In the Harris Poll, voters will rank teams 1-25, and teams will receive the reverse number of points (i.e., if you are ranked 1, you get 25 points, if you are ranked 2, you get 24 points, etc.) for each ballot. There are a maximum of 2875 points you can get (115 voters - a list of which is released by Harris Interactive each year, and is comprised of former players, administrators, etc.). To get this Harris element for the BCS, you take the number of points received by any given team and then divide it by the maximum points. For example, Alabama got 2723 points in the Harris this week - divide by 2875 (the max score) to get .9471, their Harris BCS Score. It's a simple percentage - they got 94.71% of the possible points in Harris.
2. USA Today Coaches Poll.
Coaches poll works the exact same way, only with 59 coaches doing the voting. The max points is 1475. Alabama got 1399 points this week, so 1399/1475=.9485, which is Alabama's Coaches BCS Score.
3. Computers.
The computer rankings are done in much the same way. There are six computer rankings used - Anderson & Hester, Billingsley, Sagarin, Colley Matrix, Massey & Wolfe. These formulas are not published for reasons that should be obvious. For each team, the highest and the lowest ranking are dropped. Then, reverse points are added for each rank (25 points for a #1 ranking, etc.). This means that the max points is 100 (25x4). Bama was ranked 3rd in 4 of the polls but 2nd in two, so, to get their score, you drop the bottom poll (one of the 3rds) and the top poll (one of the 2nds) and you get three 3rd rankings and one 2nd ranking. Convert this to points (23+23+23+24) and you get 93 total points. Divide by 100 and you get a Computer BCS Score of .930.
To get the Total BCS Score, you add all three together (.930+.9485+.9471) and divide by 3. That's .9419 (rounded) for Bama. Simply put, Bama got .9419 of the available points. A perfect score is thus 1.0, which is what LSU got.
Even if you like this concept as opposed to a playoff (which I absolutely do not) have a number of problems with this system, the two biggest of which are (a) you have coaches - who have a vested interest in the outcome of the BCS - voting as an element of the BCS and (b) the computer formulas are not released. I understand the latter - nobody is going to release their proprietary formula, so unless you are going to create one or six from scratch and make them public (a good idea, IMO), you're going to have to trust the computer formula makers. Certainly Sagarin is well respected.
I cannot understand the former issue though. How this makes sense in anybody's world is beyond me.Awesomeness now has a name. Let me introduce myself.

The only ways to eliminate both computers and voting would be to (A) have 4 or 8 or 16 conferences; or, (B) have byes assigned to certain conferences by fiat. Actually the best way to do it would be to have 13 9 team conferences (3 indy) and the winner of those conferences along with the 3 wild cards play in a 16 team tournament. Had USC not been on suspension, UCLA would have finished the season 6-6. Bowl eligible.
USC not being allowed to play in the PAC11 championship game in essence forced another loss on UCLA.
That is where the waiver stems from.
