            You don't have to be smart in order to accomplish what he's doing. The necessary skills? can be stumbled upon through trial and error in almost any high school across the country. Money has allowed him to never be held to account for the juvenile tactics. Anonymity on social media allows many to do the same well into adulthood. Navigating a chaotic landscape doesn't require logic and reasoning, just enough observational skills to decide what to latch onto next to ride to the emergence of the next temporary shelter. That he has gotten a foothold in US at all is a condemnation of the state of our politics.
