          Agree on your second point. On the first point, maybe Harvard is one of a few schools that can take this on and fight for the other schools.

            Except that the GOP routinely makes the argument for "school choice" when they claim that the government can't discriminate who it gives money to based on viewpoint, i.e. private schools getting public education funds.

            Either the grant process is focused on the science and the merits, or it isn't. If it isn't, it's just patronage.

                Yeah, it would be great if all universities came together on this and presented a united front, although I’m not sure what threats they could make.

                        Federal money comes with strings, but some of the demands they made on Harvard were absurd. This is a terrible precedent.
