Probably because the Court softened a bit on how far the administration has to go to facilitate his return.

1. the Admin must "facilitate" his return to the U.S.

2. the courts do not conduct foreign policy of the U.S.

I don't think he's talking about citizens, but rather undocumented people who were brought here as children.

I've learned not to give Trump the benefit of any doubt. I think he is most likely referencing individuals who were born here to undocumented parents.

I wouldn't even give him that much grace. If he could find a way to send incarcerated U.S. citizens (even with ancestors back to the Mayflower), he would do it. And Trump is operating on the "Do it, and let them try to stop me."
