He's recalling things than happened when he was 17. I seriously doubt he had a journal to look back on and get all of the details straight. It probably would've been smart to see what historical evidence there was out there that could help him remember some of the what's and when's. Like looking at Westmoreland's schedule to see if/when he was in Detroit.
I have no doubt that he had dinner with the General. He just failed to mention that there were 1,500 other people in the room. It wouldn't surprise me that as the top ROTC student in the state, he got to meet and shake the General's hand.
Was he offered admission and a scholarship to West Point? I wouldn't be surprised at all to learn that he was told that with his credentials he was a shew in and would have no problem getting into West Point. It wouldn't surprise me if the person introducing him to the General mentioned that and they all encouraged him to apply there - though I would view that as the General being kind and making small talk. But looking through the lens of a 17 year-old, I bet he thought he was being offered entry to West Point.
As all costs are covered for cadets, if he's trying to impress people and express what that means, then putting it in the context of a full ride scholarship (since it is a university) isn't crazy either.
I was expecting more in reading this article. But it is really meaningless, in my mind.

you know what i meant
