Since a priest can ordain others to offices within the Aaronic Priesthood, a priest can (but is not required to) pronounce a blessing through the laying on of hands - but only as the Spirit directs, the same standard as for MP-only ordinances like sealing an anointing or a father's blessing.

I am guessing this has to do with Intel no longer donating to the BSA over the gay leader thing. Of course, I am sure Intel's policy for the BSA also applies for the church (i.e. no donations to anti-gay organizations).
