I think a lot of this has to do with how UM and KW have motivated their players and fanbase. They truly believe the world (and especially BYU) are against them.

That and civility is quickly retreating in the US.

I'm embarrassed (actually, I'm not) to say I'd never heard of "soaking" until this morning. But after three minutes of intense internet research I wish I still hadn't. This line from one of my internet sources was unhelpful: "Soaking (or marinating), according to Mormonism, does not count as sex." Not sure that's in the General Handbook.

That element of the Utah fanbase truly is an embarrassment, or would be to any sophisticated supporter, of which there are apparently few.

At our last formal dining out for warrant officers, the party planners brought in a comedian. He really wasn't very funny. It was obvious he had an ax to grind against LDS culture and BYU. Eventually he let us know he used to be a BYU student, which he used as credibility for his anti BYU stance. I was not amused. He wasn't as raunchy as he would have liked since there were a couple of 13 year olds in attendance. At one point, he brought up "soaking" but never really said what it was. I still haven't looked it up, and have no interest.

It's been around since I was in college as well as other practices considered workarounds to actual sex. None of them are common, but all are practiced by a small minority.

I have no doubt the term has been around since you were in college; however, I believe your quantity of "small minority" is way too generous when quantifying the actual execution of "soaking" per the definition. In addition, the number of people that legitimately believe it doesn't constitute sex is going to be even smaller than the number of people that actually ever executed it.

Given a student body of ~32K students and a conservatively low marriage rate of ~30% (based on some quick googling) - that would leave 22.4K students in the category of "potential soakers" as married students have no need to soak. If we then estimate that 500 couples (1,000 individuals) attempted "soaking" in a given year, rather than just regular sex, that would be 4.5% of "potential soakers" and 3.1% of the entire student body. That could qualify as a "small minority" but it seems like an insanely high number to me.

Another factor to consider is that it would take a relatively experienced couple to even be able to "soak" per the definition of the term. It would require some serious self-control on the dude's part and some skill on the lady's part as well, that I think your average BYU virgin probably doesn't have. Thus, while I can't prove it's never happened, I think as a recurring practice amongst the student body it's mainly urban myth bullshit. My instinct tells me that IF there are students that legitimately attempted soaking in a year instead of just having regular sex, and that's a big if but let's assume the number is non-zero for the sake of argument, then a far more likely number is closer to 10 or 20 couples than 500, in the 0.17% range of "potential soakers" and 0.12% of the overall student body, annually.

That was an interesting statistical analysis. I think your number is low but it's not 500 either. Also, similar things go on in the LDS world outside of BYU and even into the mid-singles world.
