The assumption here is that without this rule, teams would not try to correct the problem. How long has this been an issue? It seems like it is only recently that helmets have popped off at a remarkable rate, yet there has never been such a punitive rule. Why are helmets coming off more now? Is it because last season teams all over the country decided to issue ill-fitting helmets? That doesn't seem probable. Was there a design change in helmets or a new manufacturer? Most VBIED's don't have the driver sitting inside like a typical suicide bomber.
