I think its pretty clear that Missouri is the one that will be responsible ultimately for the death of the Big 12 conference if this current instability leads to its demise.
If Missouri hadn't begged the Big 10 to take them last year and just Colorado leaving the Big 12 would've replaced Colo and it wouldn't have been a blip in the radar as far as moving forward with stability.
Yeah, this is all Mizzou's fault. Mizzou is the common thread in the destruction of the SWC, in Colorado and Nebraska leaving, in aTm being of sick of things, OU bolting, and now the destruction of the B12. This is on you, Mizzou. That much is clear.

But anyway, does the PAC12 have the votes of OK? Not a sure thing. Utah should vote no, and Colorado is probably a no. the Arizona schools could very well be a no too, not wanting to break off from the California schools.
OU to P12 doesn't make sense without Texas. 14 schools doesn't make sense.

What does the PAC require in terms of voting? 2/3 majority? 4 no votes in order to block?

Right. Texas scrambled to think up the LHN and ink a deal with ESPN after Mizzou started flirting with the B1G. Prior to that, there were no plans to create a Texas network. Mizzou has been calling all the shots since conference alignment began.
That would seem likely and doesn't move me in the least. This is about sending a message.

I think the message delivered by each one of these leaks is that the B12 is history. OU couldn't possibly make it less stable. Tough to see them not going to the PAC-12 at this point.
