Where are you seeing that? On the Texas department of health dashboard there are 212,000 confirmed cases and 2,715 deaths. That's 1.2% fatality rate. That doesn't seem out of the norm

Texas has about 6,663 ICU beds. Based on best available data, we estimate that 42% (2,798) are currently occupied by non-COVID patients. Of the 3,865 ICU beds remaining, we estimate 3,024 are needed by COVID cases, or 78% of available beds. This suggests hospitals cannot absorb a wave of new COVID infections without substantial surge capacity. Aggressive action urgently needed.Comment

People are for the most part obeying the governors orders (it's interesting how much more impactful it is to make it an order instead of a suggestion). We have the largest medical complex in the world and a huge overflow capacity setup and ready if needed.
