Sure - I have no doubt that Trump pardoning Susan B. Anthony is a political stunt. I'm sure someone in his admin noticed it was the 100th anniversary and thought this could be a good press event for sure. That doesn't mean it isn't also a nice gesture.
From the other side - would they be this upset about SBA "doing nothing wrong" if it was President Hillary Clinton in office signing the pardon to celebrate 100 years of women having the right to vote? Doubt it.
When you say Trump is tone deaf - he is. There's no doubt about it. At the same time - it doesn't matter. Because the reality is that a huge group of people are going to jump on him no matter what he does and find a reason to hate it. So why would he listen? They might actually gain some sway with him if they'd rightfully recognize the handful of OK things he does now and then instead of finding a way to rant about how horrible everything he does is.
