Despite the all caps and the idiot messenger, I agree with the general sentiment of the tweet. I'd feel a lot better if I had confidence testing/tracing/ICU capacity was ramping up as much as possible during the down period.

Trump's tweet is actually somewhat helpful; it's the best our borderline illiterate president can do. He needs to get ahead of this by telling people the truth, that numbers are going to jump in a big way as testing expands, but to reassure people that we'll turn the corner fairly quickly as long as everyone does their part (shelter-in-place, etc.). Be honest but inspiring, two traits that aren't his long suits.
He's pretty transparent. His campaign has told him he is losing the election if we enter a recession. He's between a rock and a hard place here since the people who will take the biggest hit if he assents to the rapid spread of the virus and orders businesses to reopen are his voting base.

The biggest driver of this increase was separate 8-point spikes in approval among Democrats and independents. An ABC News/Ipsos poll released Friday had 55% approving of Trump’s coronavirus management, up 12 points from the previous week, while 43% disapproved.
A Monmouth University poll released on Monday found 50% of people thought Trump was doing a good job coping with the outbreak to 45% who believed he was doing a bad job. The same survey found Trump’s overall job approval rating ticking up to 46%, with 48% still disapproving.
