    Are you sure that's how it works? If you want to hire someone (whether they speak English or not), then go through the process for an H1B1 visa for your potential employee. I don't think these newly proposed changes would affect that.

      Yes, I am, dude. 'H1B1' is only one narrow variant, first of all, and this process is precisely what it would affect. Cutting total immigrant visas in half and switching to a 'merit-based' system.

        Frankly you're wrong. This new Raise Act covers green cards. H1B1 visas are temporary worker visas, not green cards. There is nothing in the current proposal that covers those visas. If "you want to bring in your employee of choice" no matter whether or not she/he speaks English, you can apply for H1B1 and it won't be affected by the new proposal.

          So just bringing your 3500 from Singapore, then? H1B1s are just for non-immigrants from Singapore or Chile as far as I'm aware, and not immigrant visas to begin with, not eligible for adjustment of status, and there are only about 3500 available (I think). I guess businesses who want to temporarily hire Singaporeans or Chileans are in luck. I skimmed the Act and it doesn't seem to cover what Cotton and Trump were talking about, so I kind of doubt it's in its final iteration. I'll have to take another look.

            I think half my neighbors are here on H1B1s. They are all from India or China and work at MSFT or AMZN.

                      I wonder when companies like Apple will just create huge remote offices in some other country and hire a crap load of engineers there. It is not like Apple doesn't have a bunch of money sitting offshore burning a hole in its pocket. It seems that would help solve their corporate tax dilemma and the need for H1B's.
