No, it does not constitute a mandate. It expresses a general common sense sentiment.

    • Does DeVos even know that there's a Bear River High School in Utah?!

Look, its clear, now, what you meant, but the words you put in her mouth meant something else. I agreed your initial proposed answer was certainly vastly superior to what she actually said, but it is not, in the mouth of a proposed secty of ed., the best formulation of what you apparently meant. You, of course, think you got it just right. I don't. I am sure the reading public can make up their own minds.
        PLesa excuse the tpyos.

One of my favorite CS themes is the parsing of words.

People who have a problem being precise often say that.

                I don't disagree.

I try to be straightforward and say things in as few words as possible. (That's the goal.) I find that people don't take words at face value. They want to fill in gaps and extrapolate meaning.

Conversely, people often assume implied meanings should be universally clear even if the words don't state them.

                      • Variety's Inauguration Issue looks to be pretty good. I read the Glenn Beck and Michael Moore interviews and enjoyed them both. Looks like they have interviewed a good cross section of people and I plan on reading them all.

                          • If you're cynical about politics, as most of us are now, the inevitable fight between Trump and his own party in congress, which should start within days of the inauguration will be quite entertaining. Replace what we have now with even more universal health care? Yeah, right.
