You have to water down what you believe to be a solid district to make a swing district more favorable to you. But if there is a significant shift in the electorate you've possibly weakened your position. Virginia has been shifting toward the dems but not so much for a dem to win a statewide election in a blowout, unless there is a significant backlash happening against the Republicans.Comment
