That's all he got passed with a veto-proof supermajority in the Senate and control of the House and it wasn't popular at the time and has since been severely gutted. Remember that they did get a version passed in the Senate that couldn't pass the house. Then Kennedy died and they lost their supermajority when Massachusetts elected a GOP senator for the first time in forever...just because the ACA that was passed was not palatable.
