I didn't click on the links, but it seems to me that the operative phrase in the quoted text is "outside the boundaries of the ward or stake". You are correct. The new policy is if you are going to administer the sacrament outside of an official sacrement meeting, you need to get approval from the Bishop who presides over the geographic area in which you plan to administer it, not just your home Bishop or another one you know. I was assuming we were miles away from the stake boundaries but in all honesty I'm not sure now that I think about it. It was 1988 and I'm not sure what the stake situation was on the island of Maui. Lady in testimony meeting went on for 10 minutes about how even though her husband doesn't go to church or believe, he follows the WOW and because of that he is a better Christian than his church going friend (non lds) who drinks, smokes cigars, and drink copious amounts of disgusting coffee.

Years ago we had a speaker go on for what must've been 25-30 minutes telling the "true" story of Pinocchio. I don't remember the details - but in all honesty all he did was tell the story. An older couple sister just returned from her mission in rural Tennesse or Kentucky. She took 12 minutes of F&T to expound upon the evils of TV, video & computer games, and entertainment in general. Said she only watched TV with her "rabbit ears" and then only the news. She then continued to go off on the "silly crap" of today's entertainment and directed her comments specifically to the youth. She said they should spend their free time reading scrpitures andpesteringinviting their friends to Christ. I challenged my teacher-aged son to share his testimony about how one of his school friends found out he was LDS while playing Call of Duty online and how that lead to his giving him a HBoM later that week.
