Play at the end of the first quarter. USU's going hurry up. Utah's trying to substitute. USU snaps the ball with Utah's guys still on the USU side of the ball trying to run to get into position. Ref throws flag. Then waves it off. Announcers say it's because the offense is required to allow the defensive players to get in place. What? Is that right? Never heard of that. Seems to erode a lot of the advantage of the hurry up offense.
Not sure if it applies to this situation, but if the offense subs players, the defense is allowed a certain number of seconds before the snap to sub in players to respond. If the offense doesn't sub, then the defense doesn't get any guaranteed time to sub. The rule is intended to prevent offenses from exploiting "unfair" personnel mismatches.
Edit: And of course someone already covered this in the hour (or so) since I started writing the post.

It's OK, you had an hour to sub in.

man I hate the utes. they are just miserable human beings
No matter how hard I try to not care, no matter how many years I live outside of Utah, no matter how disaffected I get with my own alma mater, I can't help but hate the Utes.
Awesomeness now has a name. Let me introduce myself.
