OK, here is what the B12 should do from a strategic POV:
Adding Utah/CU/UA/ASU makes some sense, but you don't want to make that move right away. The big prize would be UW and/or Oregon. Obviously, they are the most likely candidates for the B1G, but you never know. So maybe the smart move is to offer UA/ASU right now - they aren't going to the B1G, so they may be desperate to get a home while they have a chance. And what this would do is effectively kill the P10 to the point that if the B1G didn't work out for Oregon/UW, it would be more attractive to join the B12 rather than stick with the remnants of the P12 and have to join up with the likes of Fresno, Nevada, UNLV, etc.
Of course you could make the same argument for grabbing the four schools now and then adding Oregon/UW if the opportunity is there but wow you end up with a really big conference.
