In some sense it's a fools errand to "balance" things out given that programs will change and things are always cyclical. Given the equal profit sharing agreement, it may level the playing field (somewhat). Texas and Oklahoma will likely still be near the top of the heap every year but at least they won't be ahead by many tens of millions per year over everybody else, at least by revenue. I like the current system the PAC uses, where we play everybody in our division and all but two in the other division every year, rotating the skips in 2-year increments, with a home-home return the following year with each. Also all of the Cali schools play each other every year. We had Washington at home this year, and WSU, CAL, and Oregon State on the road - next year we have them at home and UW here in Seattle). This maintains a bit of continuity between teams we play.
The death of the old Super WAC IMO was the 16 team rotation without immediate return games. It was very hard to get excited to play a team we wouldn't see again for 3-4 years.
The Pod system seemed to make a lot of sense for a 16-team league but AFAIK the PAC wasn't at all interested in that system.
Hopefully you will find a way to get into Tejas at least once every year, for recruiting purposes if for nothing else. Doesn't Texas put as many kids into D-1 football every year as the next three states combined?

I really don't like the idea of Cincinnati in the Big 12. They suck at everything and they don't even have a statewide presence, much less a national one. Though I'd love to see BYU regularly play football/basketball a mere 45 minutes from my front door, I can't get beyond the reality that the Bearcats are merely a throw-in and they add little value to the conference.

This is true, and you need not look any farther than the Big 12 for an example. When the Big 12 came into existence in 1996, the North was the class of the league. Nebraska was coming off back to back National Championships, and would win a third in the second year of the league. Colorado was probably the second best program (in terms of competativeness) in the conference and a perennial top 10 team and Kansas State wasn't far behind. Oklahoma and Texas were both down by historical standards. 8 short years later, Colorado's program was a disaster that has yet to recover, Nebraska made a terrible coaching hire that set them back 5 years, and Kansas State faded badly after Snyder's first retirement. This is the truth. Just look at the old Bucktoothed Wizard over in Mancrappie w/ KSjU. Sitting there watching RGIII score at will while his QB can barely throw the ball over the LOS. Then that old fart proceeds to shake every old trick known to man to shorten the game, keep it w/in a score and give his toothless Mildcats a shot at the end. The man's a dam genius. Right now, the Hawks are 2 and 2 and facing four straight weeks of top twenty teams starting on the road in Stoolwater and including the Gooners in Larryville. Tough stretch. They don't have the guts. Our interim Big 12 commissioner played this brilliantly. Basically called their bluff in a non-confrontational manner by reminding them of their ties to the Border WAR and KC, dropped a few subtle hints about exit fees and it ended. Dan Beebe should take some notes.
