Well, I don't know if the NCAA needs to do much more on the hoops side, given USC already went through a self-imposed ban on postseason play last year, among other penalties, which (IIRC) included restrictions on off-campus recruiting and even a scholarship or two. I really think the NCAA has the onus on itself to hit USC football hard, especially with Lane Kiffin as the new HC. USC will lose scholarships and could end up vacating wins. Bush will keep his Heisman, and USC will keep its 2004 BCS championship. Interestingly enough, USC returned all NCAA Tournament money from 2007-08 (again, a self-imposed penalty), but since the NCAA doesn't control postseason football, there's no mechanism to force USC to return its BCS money short of doing it on its own.
And since what's good for the goose is good for the gander, I can't imagine there not being a one-year ban on postseason play as well. Precedent was set by the hoops team, and the NCAA absolutely has to follow suit if it is to maintain a shred of credibility. Any penalty that doesn't include a one-year ban on bowl play is letting USC off too lightly.
If the NCAA wants accolades and applause, it will give USC a one-year ban from TV, a two-year ban from bowls, and a sliding scale of scholarship cuts lasting four years that starts at 10. No one could argue that such a punishment was too lenient.

This would be a proper punishment for the cheating; however, USC football is a cash cow for the NCAA and I don't trust that the NCAA would do anything to hurt it's bottom line. I'm more interested in what the fallout will be no matter what decision comes out of Indianapolis. I would be surprised if USC got off better than Alabama did in 2002, which got hit with a two-year postseason ban and scholarship reductions. Any kind of TV ban would border on monumental. Good article comparing Alabama's cheating to USC's cheating. USC does not deserve the same treatment, one of the major points against USC is about a basketball player.

USC corner T.J. Bryant is out 3-4 weeks after having surgery to repair a broken cheekbone. He sustained the injury after getting into an altercation with Stanley Havili.
