              I wondered if Rigby was going to step down. But Rigby's job requires way too much public relations for KOC to be a good fit there.

                        In every report Kevin O'Connor is staying with the Jazz and still very much in charge. If true, look it as adding experience to the staff
                        Kevin O'Connor current title is Executive Vice President of Basketball Operations and General Manager. If Jazz wanted to hire an assistant GM from another team they would have to give that person a promotion or they wouldn't be able to leave their team. Therefore, O'Connor giving up the GM title (if reports are true) maybe a bit of semantics that allow the Jazz to go get an assistant GM from another team such as Lindsay or Griffin as mentioned before
                        This is what Locke is saying. KOC is still calling the shots.

                                I love that I cheer for one team that just barley found nutrition is important, and another that refused to use objective measures for a long time and apparently wanted to pinch pennies in their front office staff.
