I have not seen this highlight confirmed anywhere else, so I take it with a grain of salt.
I can picture DJT not reading all the details of his EOs and expecting his staff to give him an overview; that doesn't seem strange for him. But if the President suspects some of his advisers are withholding information from him, for their benefit, and it makes him look bad later - he seems the type to quickly turn on disloyalty.
