If the DSCC helps pay for a senate ad, the ad needs to be as much about the presidential race as it is about the Senate. There was an article not long ago about how Republicans were trying to do that in Nevada, in order to try to overcome the dramatic funding imbalance, since the "hybrid" ads run at a cheaper candidate rate. Just makes the money go farther. And the DCSC already has more money, so this isn't panic, it's running up the score.
