The two paragraphs always puzzle me. It lists all these very specific rules and then at the end it says something to the effect of "Decisions about when to wear the garment are between the individual and the Lord." Why not just use that part and save us all some time? Also, we are specifically instructed not to give rules or ask questions about tithing (gross or net?), sabbath day observance, etc. But then we list a detailed set of do's and don't's for that one. The population density of my county is less than 2 people per square mile. Once I get a1/2 mile from my house I can run for an hour without seeing anyone. I often go shirtless once it warms up. It warmed up twice this week, in fact. I would never be so sinful as to more my lawn without a shirt.
