Yes. Your oil leak is completely unrelated. But I can understand your thinking. There was a bad seal somewhere once... Can't remember where. I had it replaced and it stopped the leak for a few months. So maybe this is a new leak. Your car is getting old enough that the struts probably have gone bad. Some will squeak really loud. I had that in a car once. I found that it got much worse the colder it was outside. So did the squeaking coincide with cold temps?
On your leaking oil, if people have worked on it twice, and it still leaks, my guess would be that something is warped so that the engine oil is leaking. Torquing down the bolts a little extra might be pulling it together to stop the leak, but this really only works temporarily.
Just a couple of guesses, but I've seen both.

I won't sign for any of my kids to get their driver's license or permit until they can take care of things like changing their tire and any other similar miscellany that arises while driving.
