If they end with one conference loss, Houston loses almost all tiebreakers with other one loss teams due to the extremely poor aggregate record of their conference opponents. Pretty much the only way they get in is if they are one of only two teams that finish with 0 or 1 conference losses. It may be best for an undefeated BYU if a 1-loss Houston makes the championship game.

Perhaps. But my opinion is if BYU is able to make it to the Big 12 championship undefeated, the opponent won't matter. BYU would be in the CFP at that point. A win in the Big12 championship would get us a first roind game at LES and a loss would mean a first round game on the road, regardless of Big 12 championship game opponent. Vanderbilt, and MAYBE Miami. So to get to #4, six of those teams would have to lose 1-2 more games and BYU would have to navigate the remainder of the season undefeated. Just BYU going undefeated is unlikely. In that situation, what's the best-case scenario for BYU? Wins against as many highly-ranked teams as possible.
Keep in mind that if BYU beats either Texas Tech or Cincinnati twice (regular season + championship game), that team will drop more in the rankings than if they only have one loss at the hands of BYU.
Even if beating an 11-1 Houston doesn't improve the ranking/seeding high enough to get a first round bye, it could improve the seeding enough to have a more favorable matchup against a weaker team.
Honestly, though, the public perception might be that beating a 10-2 Texas Tech in the title game would carry more cashet than beating an 11-1 Houston. For purposes of this discussion, it's unfortunate that the Red Raiders dropped that game to Arizona State.
That said, the calculus can change a lot in the more likely scenario of BYU not finishing unbeaten. This is probably obvious, but my Big 12 fantasy is an Utah/BYU to win-out, and then a complete bloodbath for the rest of the top Big 12 teams such that the championship comes down to Holy War 2.0. An historic 2 Holy Wars in a single season. BYU gets an early chance to go up 4-0 in the rivalry, and Utah gets a chance at redemption. That would be awesome.

All that said, I think Scalley will be a breath of fresh air and a spark for change. I think he will do well, and I like the guy. I also like Sitake. It will take us back to Lavell/Mcbride levels of coach friendship, if you give a shit about that crap.
