Exactly. And the reports are saying they will sign after approving the TV deal, which they may or may not have right now. If the offer isn't good enough some teams will still bail.
Twitter has been amazing today. Altimore and PigBus and other P12 folks celebrating like they are saved and it is a done deal.

I have not followed this saga very closely but why are fans excited about a verbal grant of rights agreement when there currently isn't a viable media option that wants said rights? Wake me up when they have an actual media deal.

Exactly. I’ve been saying this for months. Despite all the breathless anticipation of A CU BOARD MEETING! or A WASHINGTON HUSKIES FAN BLOG!! or SOMETHING ON TWITTER!!, we remain where we started:
1. all ten pac schools want to remain in the pac, unless the big10 or sec comes calling.
2. No G5 moves the needle even a little bit.
3. The pac12 media deal is not done.

You're an engineer, you don't know how deals happen. Here's what happens. Lawyers exchange term sheets for weeks or months while working on a definitive deal. Discrete terms of the term sheet are negotiated during this back and forth. The principals are kept in the loop. The presidents have a very good idea of about where the media deal is going to wind up as negotiations continue and details are hammered out. Nothing ever happens before it has to.
