Though not a resident of Utah at the time, I did write Utah State legislators and ask why they weren't pressing to get BYU into the Pac 12 as well. I live in Virginia. Guess why VT is in the ACC? It isn't because Beamer built a football program (at the cost of TA labs for regular students to boot). There were plenty of BYU alumni that are residents of Utah and that could have brought political pressure into the decision - including the governor himself. I will never understand the "lay down and let the UU walk all over BYU politically" mindset that some fans seem to have. We had well placed alumni, we had political capitol, and that was a critical time in which it could have tipped the decision in BYU's favor.
Realignment is a power play. We needed to use the tools at our disposal - including political pressure from the governor and state legislature. Those representatives in Utah County who did not do it were not representing their constituents well as much more money would flow into Utah County as a result of being in a P5 conference, thus hurting those they represented.
Look at how the Logan representatives spun the athlete subsidies at USU as an economic boost for Northern Utah. Why weren't the Utah County representatives playing hardball, insisting BYU get in the Pac 12 if the UU did, and spinning it as an economic boost for Utah county?
