Signing bonuses are typically the only portion of the contract that is guaranteed. However, a player isn't going to get a deal like that as an UDFA unless the team has legitimate interest in him. For reference, the rookie minimum is around $400k per year. So essentially they're paying him 20%-25% more than the rookie minimum if he makes it. Yes, he has a lot of work left to do in order to make the team, but a deal like that gives him a leg up on other guys.

After Jackson, Garcon, and Roberts, the WR spots are pretty wide open (no pun intended). They have Leonard Hankerson, who has shown flashes, and Santana Moss, who I suspect won't make the roster. Beyond that, they drafted Ryan Grant from Tulane who is reported to have great hands. Other WRs on the roster are Aldrick Robinson, who can run one route, Nick Williams (Welker-esk from UCONN) and Adam Gettis from Baylor.

I think either of those would have been a better choice over Washington.
