Congresspersons can be familiar with a bill without having read the thing in its entirety. I've read a few bills in my day, and provided a congressman with fairly detailed summaries. But many bills are filled with a lot of technical crap that is often unimportant from a voting perspective. Good aides (and I acknowledge there are some bad ones) provide excellent bullet point summaries of the key provisions and enable the boss to consider the important details and not get mired in the trivial. Sometimes it might be well to read an entire bill; most of the time it's unnecessary.

I haven't counted up my minority friends. You see, I don't see them as minorities. I see them as friends and thus it will take me a while to break down my huge list of friends. In the mean time, continue your bigotry speech.

A lot of the bull crap that gets in a bill wouldn't come out if the Congressmen read it anyway. I remember a tax seminar back in the 70's. Congress had just changed depletion allowance deductions in the tax bill. The guy giving the seminar said though, if you had a trust dated between like 6-1-66 and 7-1-66 (made up date I don't remember actual date) you were exempt from the new law. He then asked what major thing relating to oil occured between those dates?

The answer was nothing. It so happened the chairman of the house way and means committee or maybe it was appropriation committee had a trust set up during that period of time and the law had an exemption put in excluding him from the new rules.

The trouble is if we tell the American people what is actually going on, people don't care. We have come to the point of accepting this kind of crap from our politicians. Not only accepting it, but expecting it.
