      The internets tell me that violence is a key component of terrorism. If threats of violence are included under the umbrella of terrorism, do you also include threats of violence like calling in a bomb threat?

      This could also be the work of a professional who is simply probing the system.

              How can you say that? Even if these bombs are completely non-functional, couldn't it be that the nutjob was crazy enough to believe they would work?
