By design, the reflecting pool doesn't have plumbing that could create surface ripples.

I'm not saying the reflecting pool as a whole was at 12%. Even to get 30 ppm, you were looking at around 8,000 liters of peroxide to do that. I'm saying that locally, in the spots they poured the peroxide, there was very little circulation because the pool is designed not to have a lot of circulation. The water is filtered and treated away from the pool itself, and introduced in a manner that avoids a lot of active circulation in the reflecting pool, because the point of the pool is to have a still surface. The peroxide they added would have diluted slowly. Those spots would have relatively high ppms of peroxide compared to areas farther away from the introduction. And the spots where they introduced it were only 18 inches deep. And they kept adding bottle of peroxide in the same spot, increasing the ppm of peroxide in that spot and compounding the issue.
