It seems that the IRS just made an assumption that it would cost a family of five $20,000/year. Of course, I personally pay about $11,000 per year for health (and dental) insurance that has a very high deductible (for a family that is overall in very good heath) so this assumption may not be far off.
I predict that Obamacare will help a lot more people will figure out that kids are very expensive and so more will stop having them. Without large future working generation social programs such social security and medicare will be even more underfunded. You youngsters are screwed but at least we have a hip president.

The IRS's assumption that the cheapest plan for a family will cost $20,000 per year is found in examples the IRS gives to help people understand how to calculate the penalty they will need to pay the government if they do not buy a mandated health plan.
The examples point to families of four and families of five, both of which the IRS expects in its assumptions to pay a minimum of $20,000 per year for a bronze plan.
“The annual national average bronze plan premium for a family of 5 (2 adults, 3 children) is $20,000,” the regulation says.
Bronze will be the lowest tier health-insurance plan available under Obamacare--after Silver, Gold, and Platinum. Under the law, the penalty for not buying health insurance is supposed to be capped at either the annual average Bronze premium, 2.5 percent of taxable income, or $2,085.00 per family in 2016.
In the new final rules published Wednesday, IRS set in law the rules for implementing the penalty Americans must pay if they fail to obey Obamacare's mandate to buy insurance.
To help illustrate these rules, the IRS presented examples of different situations families might find themselves in.
In the examples, the IRS assumes that families of five who are uninsured would need to pay an average of $20,000 per year to purchase a Bronze plan in 2016.
Using the conditions laid out in the regulations, the IRS calculates that a family earning $120,000 per year that did not buy insurance would need to pay a "penalty" (a word the IRS still uses despite the Supreme Court ruling that it is in fact a "tax") of $2,400 in 2016.

From my limited view, I am seeing actual small businesses looking at ways to close up shop. Of course the one that is most beneficial to them is to find a buyer.
Seems to me the buyer who can make the best offer is not a "small business", but a big business.
The reason these small business owners have decided to go this route is due to Obamacare and Obama taxation policies.
In my opinion Obama's pushing small business toward being consumed by big business is not a healthy sign for future employment growth.

The administration is facing a crisis of competence. At a time when trust in government is already at an all-time low, the events of this past week illustrate the limits of this president's power. The White House seems more comfortable stage-managing the news than dealing with the uncomfortable crises that inevitably crop up. I think there is a cold reality dawning upon Americans. Those on the left can blame Bush and those on the right can blame President Obama but the US has as little international clout as it has had since the WWII. That is not to say the criticisms of both are without merit, just that I think the world has changed and our ability to influence it is not what it used to be. The causes go way beyond "starting two wars without paying for it" and bowing to some foreign monarch. We have yet to figure out new alliances and seem less than capable of uniting around consistent goals.
