Fake birth certificates, newspaper announcements the whole nine yards. I imagine they had hundreds of reds in moscow, along with commie moles in the various governmental health organizations, working on this. Sure most would end up as duds, convenience store clerks or whatever, but all they need is for one to hit. And hit it did.
