          Yes.

          N. Korea has nothing on their side to lose that is nearly as important as Seoul.

          I think most of us can agree, that at the very least, Kim Jong Ill acts crazy.

          If something happens that legitimately places the entire future of N. Korea in jeopardy.... I wouldn't put it past them.

              Kidding aside, I dont think he is crazy. He does have something to lose, as you point out. But he could easily miscalculate. He might believe even some of his own propaganda. Either way, the nuclear threat shifts the scale of tolerated behavior in his favor.

                          Saddam thought he had enough dirt on the French to ensure that they vetoed the UN's vote to allow the US to go into Iraq. My guess is that the Mosad got to Chirac ahead of the vote and made sure he knew that he'd have bigger problems than corruption charges if there was a veto. (It was an absolute shock that the French veto didn't happen)

                            The nukes aren't there to threaten SKor. The North's artillery does that effectively. The nukes are there to threaten Japan (and thereby the US) - to get us to stay out if something were to start.
