The root doesn't stop at the BYU police or the BYU HCO. The HCO doesn't operate in a vacuum and neither does the BYU police department. I haven't read where the BYU administration has condemned the acts of the officer or its honor code office. I have read, though, where the BYU administration tried to cover this whole thing up.
