Maybe. The fast offerings can be directed to the ward fund, but it doesn't say whether the donors of those funds will be transparent to local leaders. FAQ 16 below addresses questions about individual donations, directing donors to the FAQ or the ward clerk. Does that mean the clerk/bishop has access to the individual donation information?
