I agree. How about, "helping people in a way that strengthens them?" or, if the teacher wants to go straight to the CHOI:

The purposes of Church welfare are to help members become self-reliant, to care for the poor and needy, and to give service.

The sacrament meeting program in my ward was awesome. There was a photocopy of a painting of the Founding Fathers and one of them was crying. Underneath the painting was a reference to the D&C about the U.S. Constitution.
