It is open book for non-first timers. I go in today, very helpful old guy says "blah blah blah, station 19, blah blah, it's open book, blah blah" "What?? It's open book?" "Yes, it's open book for anyone who have had a driver's license previously." "Wow, wish someone told me that last Friday." I stare down the young kid behind the counter who helped me last week, and he looks like he the cat that just ate the canary as the old guy gives him disapproving look. grrrrr.
