So how does this impact that Utah State basketball player that Utah illegally recruited decided to transfer to Utah? USU would not release him so he was not enrolled at Utah last semester, right?

Collette was enrolled at USU for the fall semester, so the earliest he could enroll at any school would be Winter Semester 2016. Because he wasn't released by his school, he cannot be on scholarship at a D-1 school for an entire academic year. And, if he delayed enrollment until Fall of 2016, he would have to sit an entire from that point, basically killing most of his eligibility.

Collette enrolled at the U for the Winter 2016, which will make him eligible to play Winter Semester 2017. Since he cannot be on scholarship(Utah didn't have one anyway), he has to be a walk on. But it is more complicated for Collette. Utah already has their allotment of walk-ons registered with the NCAA(I think a team can only have 3 IIRC), so Collette cannot practice, work out with the team, etc until Fall of 2016, when a walk on slot will be available. So Collette is currently a student paying his own way, who cannot participate in basketball activities with the team for this semester.

Yes. Baker Mayfield at OU had a similar situation. He was a walk on at Texas Tech. He wasn't released by TT to transfer, so he had to enroll and sit out a season at OU before playing. And because he was an intraconference transfer, he lost an additional year of eligibility, even though he was just a walk on at TT.

I think that is petty and ridiculous for Utah State to do that to a kid. But since he is transferring to Utah, I am pretty much OK with it.

As for Tim Diarrhea, his actions and behavior in regards to Collette have scrapped along the bottom of an already low level of professional coach conduct. With very rare exception, players are typically granted a conditional release(usually no instate teams, teams in the schedule the next season or two, or conference opponents)

He is pouting like a rich kid who just lost his favorite sucker. He had basically given every coach recruiting against him ammunition that they will easily be able to use against him.
