I'm not sure how you solve it. If officials miss a legitimate targeting call, they will probably receive a bad rating or worse get suspended. So they are being very conservative to protect themselves. I can't say for sure I would behave differently.

The win renewed my hopes for Mike Riley and his staff. But they still had their moronic moments in a couple of key situations. To be fair to Riley, it will be interesting to see what he can do with a QB (O'Brien) that he recruited for the offense he wants to run rather than having to modify the playbook to accommodate Armstrong.
