Maybe things have changed, but in the past schools only applied to the B1G when invited to do so. Meaning that their acceptance into the B1G was a formality. I'm referring to the process of applying for B1G membership. Of course, the B1G talks to "big schools" when they call. They talk, negotiate, come to terms. Then an announcement is made, and the team(s) are invited to apply and are immediately accepted. Is not like USC/UCLA applied to join the B1G and then the parties started the discussion.
