So I think the correct answer is honor code, or maybe it is dress code. I still don't know.
I wonder how they rule on henna tattoos....

Are you implying that a non-student athlete can trade his/her autograph for a tattoo? Perhaps another type of celebrity ala an Osmond family member or Miss America Sharlene Wells.

Guess one better get inked before enrolling at BYU if one is inclined to do so. However, how will the HC office know whether the tattoo was inked while a student? Guess that is left up to the tattle-tale roomates.

The honor code office has eyes everywhere.

Rafa Araujo came to school all tatted out, and IIRC he got more while he was a student (at home in Brazil). Didn't they photoshop out some of his tatts on the photos in the media guide that year?

HC Office Nazi: "Sister so-and-so, please come to my office to discuss your tattoos"
SS-a-S: "OK, I can fit you into my schedule in about 4 weeks. Will that work?"

            one month later...

HCO: "Show me your tattoos, so we can castigate and expell you..."
            SS-a-S: "What tattoos?"
