Well they did invite Utah and Colorado so their criteria isn't all that stringent. SMU is pretty comparable, except that its in a much bigger tv market.
As someone living in Texas you should know better. Here's roughly the pecking order for DFW (metroplex):
UT, A&M, OU
Tech, TCU, OK St.
Baylor, SMU
So SMU is in a large TV market but nobody really cares about the Mustangs. I've spent time on the campuses of Utah, Colorado, and SMU. Colorado is a good fit for the PAC-12 but their major sports are really struggling. Utah is less of a fit for the PAC-12 but they parnter well with CU (my condolences to Ute fans).
SMU being in a large TV market (and by association being attractive to the PAC-12) is like the Big 12 saying that they want a part of the large Ohio market so they'll recruit Ohio U. (the Bobcats).

Didn't know that but I find it interesting. Always wondered way so many HS graduates here go to Arkansas after not getting admitted to UT or A&M (for those unaware: UT is very competitive and A&M is probably slightly more competitive than BYU). At least it saves them from Lubbock. I'd probably do the same if my kid didn't get admitted to UT, A&M, or BYU and I could get in-state tuition at Arkansas. I've always thought U. Utah should do the same with former Utah residents. They would get some terriffic students who don't get admitted to BYU for some reason and instead end up at UVU or BYU-I.

To get in-state the student has to have a 24 ACT or 1090 SAT and 3.25 GPA. Transfer students only need a 3.0 GPA and 24 hours of college credit.
Of course, they might have to raise the tuition at Arkansas. The rumor is they offered Les Miles $27.5MM for a 5-year contract. Apparently Miles said, when asked if the rumor was true: "How f'ing much?"
