The trophies-named-for-players standard is pretty silly. By that measure, Brown Univ should be revered as a college football institution (Heisman). Don't think so.
The easiest way to measure is win/loss, historically. BYU beats TCU, Utah beats TCU, Utah beats BYU, which should be no surprise as BYU toiled in obscurity for 72 years of the 20th century.

I shouldn't have to lecture you on why a cumulative record of over seventy years can't offer a complete or accurate picture on a team's history. An especially bad era would otherwise obscure a great era. It is sufficient to note that there was a time where TCU was one of the nation's premier teams. Utah has nothing to compare to that.
The "trophy" standard may not show much, but it shows something, which is more than nothing. For that, I give Brown University, NYU (whose Ed Smith is the player depicted on the Heisman), and the University of Chicago (whose Jay Berwanger won the first Heisman) an edge over pre-Meyer Utah in football tradition, having been at some point in time remotely relevant in the national landscape of college football.τὸν ἥλιον ἀνατέλλοντα πλείονες ἢ δυόμενον προσκυνοῦσιν
